About the Founder

Lowell S. Feldman, LNHA

The CEO and founder of The Lowell Group, LTD, is known to be one of the most innovative and progressive health care leaders in our nation.

Lowell has been active in the industry as an administrator, facility owner, and consultant for more than four decades. Those who have worked with Lowell know him to have maintained the highest quality standards of care. He has always accepted new challenges, as well as developing unique programs for special needs populations.

Since 1971, Lowell has been involved in the opening of new facilities in addition to the managerial takeover of existing troubled facilities. Being a strong believer of retraining and educating staff in approaches to resident care, policy and procedure development, and implementation, Lowell has been an asset not only to his own facilities but to others including associations and governmental agencies.

Lowell has provided care to more than just the geriatric population and their disease processes. He has expertise in the areas of care for Mental Illness, Traumatic Brain Injury, Alcohol and Substance Abuse, Developmental Disabilities and Victims of Violent Crimes.

Lowell has been a visible and active participant in the health care industry. Amongst the volunteer positions Lowell has been involved in are;

The Board of Directors of The New York State Health Facilities Association (NYSHFA), where he has served as a District President, Chair of The Education Committee, Chair of the Convention Committee, Chair of the Alternative Services Committee, National Delegate, Media Representative, member of the Legislative Committee, nominating Committee, representative of the Emergency Preparedness Committee, and the organizations only Sergeant of Arms for decades. Lowell has been one of a few recipients of the organizations Outstanding Service Award, and is currently still active in numerous roles.

Lowell has also served on a variety of governmental task forces and planning groups as a community advisor, such as:

The New York State AIDS Prevention and planning Group, funded by the CDC.
The RHCF Emergency Task Force, composed of NYS OHSM, NYS DOH, NYC DOH and
MENTAL HYGIENE, NYC OFFICE OF EMERGENCY MANAGEMENT, OMH OPWDD, PCDC as a selected health care provider representative.

In the area of Emergency Preparedness Lowell remains active as a long standing member of the American Health Care Associations, (AHCA) Emergency Preparedness Committee, The Suffolk County Medical Reserve Corps, an advisor to the New York City Office of Emergency Preparedness and Response.

Lowell has also been a participant with the National Healthcare Coalition on Disaster Preparedness since its original formation.

Lowell is well known to the New York and New Jersey Chapter of The American College of Health Care Administrators (ACHCA), having participated in their conferences since the 1970’s, and selected as a recipient of THE ADMINISTRATOR OF THE YEAR award.

In addition to these roles Lowell also serves as a member of the Board of Directors of New Horizon Counseling Center a New York based Non Profit outpatient program caring for thousands of clients of all ages including a Chemical Dependency Program.

As the President and Administrator of Terrace Healthcare Center, Bronx, NY, Lowell was the first privately owned Skilled Nursing Facility operator in New York State to develop programs and accept residents with HIV/AIDS as well as Substance Abuse and Behavioral Health issues in the early 1980’s.
The residents Lowell has cared for over the years have benefited from many creative therapeutic programs including Pet Therapy, Art Therapy, Group Therapy, Music Therapy and Hippo therapy, the interaction of horses and humans in a therapeutic environment. In recent years he has introduced electronic gaming and a variety of web based programs into the therapeutic arena. Lowell has been a presenter at many conferences on these and various other topics over the years.

Lowell has also been involved in the area of Telemedicine for quite some time. Due to the lack of access that some rural facilities have had to specialty providers like Psychiatrists, more than twenty years ago he initiated programs in Telemedicine to meet the needs of the residents he cared for. Currently Lowell is actively involved as a member of The American Telemedicine Association and interacts with telemedicine providers to introduce new programs to institutional providers nationwide.

In areas not directly related to the health care industry, Lowell’s personal interests keep him involved in other organizations and community activities. Since 1983 Lowell has been a member of the Defense Orientation Conference Association, (DOCA), a non-profit association directed towards interests in National Defense under the jurisdiction and supervision of The State Department and Department of Defense. He has also served as a Regional Director.

Lowell is also the proud owner of ROLLING STONE RANCH, Bethel NY, an equestrian facility that provides lessons, boarding and trail rides. The ranch is well known to The Boy Scouts and Girl Scouts of America for being an approved Merit Badge provider for Horsemanship and Horse Lovers Badges. Lowell claims this to be his personal therapy.

Lowell remains a driving force in improving services to those in need and has had a proven track record of accomplishments that have enhanced the lives of others.
